Information Bar 'Turn Off'

I'm using XP Pro with SP2. I don't like to repeatedly see that
information bar that ActiveX controls are blocked. I followed the MS
instructions:

"To turn off the Information Bar for ActiveX controls, in the ActiveX
controls and plug-ins section of the list, under Automatic prompting for
ActiveX controls, click Enable."

I've tried this several times with rebooting, etc. ... I still have the
problem. I want to block ActiveX, but I don't like that moronic information
bar.

Suggestions appreciated.

Ditto. The "Information Bar" breaks one of my favorite Windows add-ons, the
HotBot Deskbar. It even disables Javascripted pages that I coded myself.
Also, Windows Explorer keeps crashing and restarting since SP2. Typically,
this happens when I have opened D:\ to prepare to burn some backup CDs.

With every refresh of the bar (Explorer restarts), the "Information Bar"
problem returns. Sometimes, the IE "Information Bar" blocker appears. Other
times, the Deskbar is visible but does not accept input, or it shrinks in
size, hiding the input altogether.

What I have tried and (what happened):
IE-->Tools-->options-->Security
(IE will not allow C:\ nor file:\\ as a domain to accept scripted content)

IE-->Tools-->options-->Advanced "Allow scripted content to run on my computer"
(No effect. "Refresh" of deskbar still produces the "Information Bar"
blocker.)
