IE has performed an illegal operation

when I try to browse any page in IE6.0 I get the error
message " Internet explorer has performed an illegal
operation ..." details "..in module CTDetect.cpl ...."

I started Win98 in Dos mode and deleted the CTDetect.cpl
file and now IE gives the error with "unknown module"
instead of CTDetect.cpl !

I reinstalled IE6.0 and repaired it from the control
panel "Add remove programs" but no use , the problem is
still there.

can any one help ?

IE can open local files on the PC but gives the mentioned
error when I open any url on the Internet
