IE Exceptions and Group Policy

I am configuring my policy to inlcude exceptions

User Configuration
Windows Setting
Internte explorer Maintenance
Connections
Proxy settings

Does anyone know how I can get this policy to apply without using the /force
& reboot or my just rebooting?

I need to get this policy applied to VPN clients once they have connected.

I am open to any other suggestions about how to get these settings down to
these users.
