IE doesn't display background colors or images

I have already made sure that the "ignore colors" internet
option is unchecked. Any ideas what's going on? This used
to work fine and I don't know what's changed other than
possibly a Windows update.

When you attempt to view a Web page that has a background color or
background image, the background is not displayed and a white background is
displayed instead.

I've already been sent to that fix. It doesn't solve the
problem.
