IE doesnt allow net program downloading

IE will not allow me to download any programs on the net,
i have tried everything i know from revamping the computer
settings to almost formatting it, but as a last resort
this is it before that, again IE gives me this error the
page is not available, but it is it is blocking my
download possibilities. What must i do? help!!!!

Make sure your firewall doesnt have FTP ports 20 & 21
blocked.

Tools/Internet Options/Security/Custom level.
Under Downloads, it is disable?
