IE disk space fixed at 0, also exiting IE freezes ssytem

My IE will not let me change the amount of disk space to anything but zero.
(In Tools --> Internet Options --> General tab --> Settings -->
Temporary Internet files folder --> Amount of disk space to use)
Error msg reads: "Please select a value between 1 and 0."
It won't accept 1 nor any non-integer number either -- e.g., 0.9.

Some implications are that I cannot view any PDFs and I cannot download any
files through IE. (I can do both using Netscape.)
Everything is automatically deleted from the Temporary Internet files
folder -- incl all cookies, history, images and html files -- immediately
after leaving any web page. My IE seems to be lost in the "eternal now."

In addition, whenever I close an IE window, my window freezes. Sometimes I
can unfreeze with ctl-alt-del and opening task manager. (May be an unrelated
prob.)

I tried using "Add or Remove Programs" to "remove" IE and then reinstall it.
No change in the problem.

I tried to remove Windows SP-2, and it said it couldn't find certain files
it needs to remove it.

I'm running XP Pro on a system I put together, with a Dragon-Pro motherboard
and a 2 GHz Celeron processor. It has been working well until recently.

I installed SP-2 about two months ago, and I think I recall this problem
starting about a month ago (but I decided to tough it out through the
holidays).

The only other software I installed since the SP-2 install was for an HP
digital camera, which I have sinced removed. I don't recall installing any
other software or upgrades for some time previous.

I installed SP-2, even though I have heard there have been some problems,
because I was having problems with my Norton Personal Firewall getting
overprotective and I thought the Windows Firewall might work better..

Any help would be appreciated. As you might imagine I am....

Hi,
TIF folder (cache)... delete the TIF folder and let Windows create a new

Firewall... the WinXP firewall only blocks incoming traffic. That's
certainly useful, but other firewalls can be configured to let you know what
programs are sending out. It's your call. If Norton hasn't been causing
problems, I'd stick with it. Any firewall can be troublesome at times.

Closing IE... This is possibly being caused by a third-party program-
possibly an adware,
spyware, parasite program.

Or...
A legitimate program running in the background may be causing this. Disable
(for diagnostic purposes) programs such as pop-up blockers, toolbars,
security, anti-virus, etc. You may have to reinstall (or not reinstall) a
program.
