If you have GPO then see this through the Group policy by doing this:
Open a run command and type in:
gpedit.msc click [OK] and there do your changes and assign the Admin the
rights for CA.
Or try to see this Key:
[-]
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Ratings
=
Look in the right pane/window for any CA Turn OFF and remove it and close
the Registry editor and try the IE Settings.
If not then try this CA-reset from here:
http://www.kellys-korner-xp.com/regs_edits/CA-Reset.exe
(Line 283), Note by using the CA-reset.exe file you will completely delete
your approved list and you will start new from scratch with CA.
