IE browser suddenly very slow to connect

Any ideas on this much appreciated:

A day ago I suddenly became unable to access most web
sites -- the browser times out after a long period. I
thought maybe there was just some congestion on the net,
but this went on for the last 24 hours. I can still use
IRC with no problem; I can FTP with no problem; a few web
sites will partially come up after a long time, and this
microsoft site will come up in a reasonable (but still
slow) amount of time. My broadband ISP's tech support
walked me thru a bunch of tests and concluded that it's
not a problem with their network (which seems true since I
can IRC and FTP just fine, plenty fast).

Only web browsing, as of yesterday, is unusably slow or
nonexistent. I'm using Windows 2000 server, IE 6.0, and
Tiny Personal Firewall (which I've used a long time with
no problems, and turning off the firewall doesn't solve
the problem).

I am stumped. The computer responds quickly to all my
commands, like starting programs, using programs, etc, so
I don't think it's a problem with disk fragmentation, low
memory, etc. I tried using Netscape and it is slow as
well. So it seems to be a very specific problem with web
connectivity, and not internet connectivity in general.

Any ideas would be much appreciated.
