IE 7-Internet Options -Security problem

Loaded and installed IE 7 from Windows Update on my XP Pro SP2 PC configured
as “Workgroup†stand-alone PC .I am logged as an Administrator.
After successful installation in Internet Options-Security found all options
grayed as well as slider , without any possibility to make changes of the
settings.
On the bottom there is information bar , where is written:
“Some settings are managed by your system administratorâ€
Can this problem be produced from some AV or Anti Spyware program and advice
me please what I can do to change this to be able to change these setting as
I wish
