When I'm on the Internet and click on certain links, a
new window does NOT open up. I get the Title Bar, with
the "minimize", "maximize", and "close" buttons. This
happens randomly, with no set pattern. Is there a setting
that I need to alter? Thank you.

The title bar is a small Normal window.
Windows remembers the size of the last Normal IE window closed.
Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
