Excel 2007 Workbook Small Vertical Bar Next to "X"

When a workbook is NOT maximized in the Excel window, in the upper right corner of the workbook (not the program window), to the right of the close "X", there is a thin vertical bar that (randomly?) displays shades of gray and sometimes multi colors. It appears to change only when the cursor is moved over the minimize, maximize, or close buttons.
Can anyone explain the purpose of this?

This bar is used to split the rows and columns,
select and hold and pull down
