IE 6 Stuck in Full Screen

So, I have this user, whose browser is stuck in full screen mode.

I say stuck...only because no matter what I do, it returns to full screen.

1) F11 works just fine, takes the browser out of full screen, then I can
maximize it.

2) Once maximized, if I choose File then Close, then open a new browser by
double left clicking the E on the desktop, the browser starts in Full Screen
mode again.

3) F11 --> Then once maximized, I hold the control Key down, and hit the X
in the corner, same results as #2

4) If I just close the browser, launch a new one, same results as #2

5) I looked at any GPO that might be applying to the user, and there does
not seem to be anything...that I can put my finger on...

Any ideas? Or any GPO setting that might enforce this behavior?

Close all IE windows but one > Change the remaining window from Kiosk mode
to maximized > Depress the CTRL key while closing this IE window.
