IE 6 Slow with User rights, not with Administrator rights

I'm using XP pro.

Problem I have right now is that when I'm logged in with User rights the following happens
1. Open Internet Explorer, this is normal spee
2. Standard MSN home page is displayed fast
3. I type in a different web url, this opens, but takes more than a minute. No error message
4. Links on this web page to other sites open fast
5. Tying in a new web url, goes slow again

When the user has admin rights then it all is fast

Checked the security on all kinds of folder
C:\Program Files\Internet Explore
C:\WindowsC:\Windows\syste
C:\Windows\System3
c:\windows\tem
c:\tem

These rights are okay. I have a 2nd computer which is having no problems to verify it against
Does anyone else know how I can solve this
Is there a way to see where IE tries to write to?
Is there any tool to check what files are being opened

Any idea is appreaciated

While logged in as that user, eliminate any scumware.

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated before every use, even when just
downloaded. There's also a lot more to do than just those two programs.
