IE 6 - Can't connect via SSL after reboot

Anyone else experienced this?

After a reboot, I am unable to connect to any secure site. To workaround
this, I 'alter' my security settings in IE and reboot again, most times this
works on the first try, but on occasion, I'll have to do this a few times.
There does not appear to be anything wrong with the security settings when I
check them, everything seems to be in order. Any help would be appreciated
as this is certainly frustrating.

Creating a new user profile has solved the problem in more occasions i ve
seen.
