IE 6.0.2900.2180 barely operational on fresh XP Pro install

All new computer build with an Athlon 64 X2 3600+ and XP Professional Version
2002. I have never seen this before, IE will display the default MSN webpage
like one time without fault and after that it acts like it doesn't understand
HTML. Firefox can be installed with perfect functionality. Cannot even
complete Windows activation due to connectivity problems. Reformatted the
hard drive and reinstalled XP Pro, totally default installation, same
problem. Can ping the internet without difficulty, installed antivirus and
it updates without fault, can browse shared folders on networked computers.
Windows Update is a totally blank browser window. Automatic Updates download
and install just fine. On first OS install I tried to fix the problem by
allowing IE7 to install, it did install but had the same problems as IE6. I
am totally baffled. :) Help please!

PA Bear, thanks for the reply but it doesn't help me, can you be more
specific?

I run an IPCop firewall/router and keep the latest AVG antivirus,
SpyareBlaster, AdAware, XPSP2, etc. programs on hand to install quickly to
fresh computers, before going online. I've built or rebuilt dozens of
computers from 98SE to XP Pro as well as openSUSE, Mandriva, FreeBSD, etc.

I'm going to try a different OS install disc, I have 4 alike computers to
build in this batch, this is the first one I've assembled of this group.

For now I'm blaming the OS installation disc, I tried one of the other discs
with the same tower I was working with and now IE is functioning normally.
I'll try the suspect installation disc on the next tower I assemble to see it
the problem returns.
