IE 6.0.2800.1106 Scroll Bar Control

When scrolling through a long HTML document (i.e., larger
than height=100%), the scroll bar does not provide smooth,
effective control of the page. The bar will tend to move
back to the middle of the page, for example, and moving it
down, then releasing the mouse only causes it to spring
back to the position it seems intent on maintaining. The
browser must be forced to allow me to view the section I
want by holding down the left mouse key while pointing on
the scroll bar. This is very inconvenient and never
happened on earlier versions.

Did you install this 824145 security fix?

Then it's the cause. You can remove it but will loose the security options
it provides.

Or when using the pointer place it just below the Down arrow on the scroll
bar.
Or drag the vertical bar with your mouse.
