ICS won't start

Somebody please help, I can't turn windows firewall on.when I try it says ICS
is not running do I want to start it? I click yes, it says it can't start it
and that's it. Can't do anymore.
 
My Firewall is doing to same thing. It all ways have since I put service pack
2 in.
Can some one tell us how to fix it?

Any error messages when you attempt to start the service?
