Installing Windows Firewall

Can anyone help me?
According to my security centre, the firewall is turned off but when I click
on recommendations, then enable now it brings up a message: associated
service is not running. Do you want to start the windows/firewall/ics
service?
When I click on yes it brings a message back saying: Starting
windows/firewall/ICs.
Then another message appears saying: Windows cannot start the windows
firewall/ICS connection.

And that's as far as I get.
As you can guess I'm not a computer genius.
Any help would be appreciated?

Start-Control Panel-Users and see if your account is an Administrator
account.

It does say I'm a Computer Administrator
