Why does ICS dial up when a client machine logs on to the network

Is it a design feature

The network is configured peer to peer (workgroup)

The machine hosting ICS is configured on the network i/f without DNS.
The dial up i/f is configured for automatic settings.

All client pc's are on DHCP
