ICS Dialogue box is missing

I upgraded from 98 to XP Pro and want to make this computer the host for home networking. In attempting to set this up I noticed that the ICS dialogue box is missing from "Local area connection properties"-Advanced" window? What would cause this? I have this option on my other systems running XP Home. Thanks

The ICS option only appears when all of these are true:

1. There are at least two enabled, connected network connections: one
for the Internet, and one or more for the LAN.

2. The Internet Connection Firewall is disabled on the LAN
connection(s).

3. The Internet connection isn't bridged.
