icq wont launch using a non-administrator acct..help!!!

My icq wont launch if i'm using a non administrator acct. Keeps popping out "you have no write access to launch ICQ. Contact adminstrator for permission" when i switch the acct to an admin acct it launches fine. i've even gave the non admin acct permission to write and all full control but still same problem. any idea how do i get my icq to work for the other users in my pc??

The user other than Administrators have no permission for installation. you
can add the the other users to "Power User group". the ICQ should work.
