Icons with ~ identifier

I often get anicon appearing on my desktop with a .~
identifier. I cannot open the file with any program I
have on my computer.
Does anyone know where these icons come from, are they
relevant, and if so, how does one open them?

Hi,

Rename it with a .wab extension and you will find that it is a copy of your
address book. This is a known issue caused by a recent Windows Update.
Microsoft is aware of this harmless issue, but no fix has come forth yet.
You can safely delete it.
