Icons Overlapping on Desktop and throughout computer

I am running a Windows XP Home Edition and the icons on my desktop are
overlapping. The icons are also overlapping throughout various areas, such as
the control panel.
I am running the English language and Korean language. How do I get this
fixed. I have all of the latest updates from Microsoft, including SP2. I have
a fix that Microsoft sent me and it does not work. It states that the newest
version already exists. How do I get this corrected so all is normal?

ISSUE:
Icons are large or overlapping in Windows.
SOLUTION:
Follow these steps:
Right click on the desktop, then select Properties .
Click the Appearance tab.
In Windows XP, select the Advanced button.
Select Icon from the Item list.
Change Icon size to 32.
Click OK to close the Windows and save the settings.
CAUSE:
Icon sizing or desktop theme changed.
