Icons Look Like Folders

I was wondering if anybody could help me with this
Windows XP problem. Occasionally, my icons (such as the
recycle bin) on the desktop and on the start menu appear
as folders. When I go into the desktop properties to
customize desktop and restore the default, the recycle
icon reappears as it should (and not as a folder).
However, after some amount of time and processes on my
computer, the recycle bin becomes a folder again! Only
recently has my start menu started to show this problem.
So far, on my XP start menu (XP Start Menu with the
favorite programs) my Control Panel icon and the Printers
and Faxes have become folder icons as well. However, I
cannot change these back to the defaults (like my recycle
bin). I have changed themes, icons, and restarted
numerous times, but eventually these icons turn back to
that darn folder! Please Help!

I already have sp1 installed.
