Icons Disappeared from Desktop

I have the start button and task bar but all icons are gone. Second
question.. i tried to do a sys restore and
when the system came back up I received a message that your computer cannot
be restored.. I tried several checkpoint dates and get the same message.

how do I get my icons back and why doesn't the sys restore do what it
should.
