Icons at the start/tool bar

My monitor flickers and has a clear bar running through it. Can't get the
screen to fill the monitor. Plus the icons thru the clear bar on the screen
are bigger that other places. At the start/tool bar it's icons are very very
small and almost disapper from the screen. Can any one tell me whats
happening and if it is fixable? Do I need a new video card or a new monitor.
I have a Gateway 500S, XP Home, EV700 17" monitor. Have had it since Sept

Or, take your monitor over to a friend's house and test it there, or to a PC
repair shop and let them test it.
