Icon & link pop ups

When I move the mouse over icons or favorite places links or links within the
displayed page and instructional or web address is displayed in a small pop
up ballon. Can this feature be disabled? What is it (are they) called?

<HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced>
.... Create a new "Reg_Dword" value named "EnableBalloonTips" with data 0
