Eratic hover over behaviour.

What is it that controls the information panels that pop up when icons are
hovered over with the mouse pointer? It seems to be rather random whether a
panel pops up or not, particularly in the notification area of our XP Pro
toolbar.

The text is contained in the 'Comment' field when you right click on the
icon and select 'Properties'. If there is no comment, it shows the name
instead.

Yes , XP can be a bit inconsistent with the display of the poped up window.
Sometimes it just pops up mometarily, but also the task bar sometimes flips
to the fron and obscures it.

Thanks: I find that irritating as well.
Even with 'Task bar activate', for the main bar, some of these things seem
to aheva will of their own.
