Icon Background no longer transparent

Somehow I've set the background of my icons to my desktop
color and they are no longer transparent (Windows XP
Professional) I've searched the knowledge database under
Microsoft and found what I believe "conflicting"
information. Article 305117 states that this can occur
if you have added an item that uses "Active Desktop" or
"Lock Web Items". I have not been able to find "Active
Desktop on Windows XP. Article 290247 states that
the "Active Desktop" has been removed from Windows XP
Personal and Windows XP Professional, due to the fact
that the Active Desktop feature is always turned on. SO,
MY QUESTION IS - How can I make the background of Icons
TRANSPARENT AGAIN if I can't access "Active Desktop?"
I've only have very few on my desktop now, but it's so
irritating to find that I can't "fix" it back to
transparent.

Computer under Performance was not checked. THANK YOU SO
