ICF Won't Remain Enabled

Hello,

I recently re-installed Windows XP. Since then, Internet
Connection Firewall does not remain enabled when the
machine is re-booted. I am able to re-enable it when this
happens, but it seems to drop out after a while and is
certainly not enabled when I re-start the system.

I noticed this happening because my second firewall
(Sygate Personal Firewall Pro) started reporting
intrusion attempts on RPC DCOM ports, which ICF normally
prevents.

Does anyone have any suggestions as to why this is
happening?
