cannot enable ICF

i have windows xp professional with sp2,
it's qork fine .
BUT my problem is i cant enbale ICF, when i come to
enable ICF it's appear a "cannot enable shared access
error 1068: the dependency service or group failed to
start "

To be honest, just from assembly of the post, I wouldn't think you would
have SP2 as of yet.
