Internet Connection Firewall- unknown services

I used Internet Connection Firewall(ICF) on my Windows XP
machine. I just have checked "Advanced" settings. LAN
properties > Advanced > Settings > Services tab. I found
there that some TWO services allowed, though I have
choosed close all ports(since firewall protection is
switch on): msmsgs 13375 UDP; msmsgs 16901 TCP. This two
services allows remains open, even if ICF is enabled. Why
and what's this?

That's MSN/Microsoft's Instant Messenger. If you don't use it (and I'm not
sure why inbound is required), disable it.
 
Is this tool that Microsoft's uses for forced intrusion
into user system?
 
No, it's an instant messaging client. As I said, I don't know why inbound
access would be required - disable it. If you don't use it, you'll never
know the difference anyway. :-)
