I upgraded to Outlook 2003 & now can't insert a photo in an email

I upgraded to Outlook 2003 from most recent past Outllook & now can't insert
a photo in an email . When I insert (not just attach it) a file (such as a
jpeg) The recipient gets the e-mail with a file attached that is called
winmail.DAT. Can anyone tell me what's happening?

Please change the format of the mail in "Text" or "HTML"

Tools | Options | Mail-Format
