I should be able to read my Outlook mail using a large font

I have weak eyes, and a modern computer with a high definition screen.

Most of the mail that I receive is in HTML format. The font size is chosen
by the sender, most often font 10 but sometimes font as small as 8 or 7. This
makes the message very hard to read.

I have tried selecting "view / text size / larger", but it has no effect on
HTML mail.

This is very painful!

You can change your computer's display resolution (decrease) /font size
(increase) etc & that may help.

It probably uses css - try tools, options, mail format and set it to always
use your fonts.
