i need help

my father has purchased a second user computer and does
not have internet access, so therefore cant register his
windows xp. could anyone suggest anything we can try???
i welcome all ideas no matter how trivial

When he runs the activation wizard he should select the Activate by Phone
option. He will be presented with a number to call for the purpose of
activation.
