I keep getting the message "outcmd.dat is corrupt and unreadable"

When starting Outlook 2003, or opening any email within it, I get the message
"the directory C\Documents and Settings\PETE\Application
Data\Microsoft\Outlook\outcmd.dat is corrupt and unreadable. Please run the
Chkdsk utility."
I get this message when I go to that file and try to open it, delete it, or
do anything else with it.
The file is corrupted but I can't remove it or overwrite it with a backed up
version.

Yes, I closed Outlook first, then I still get the error messages, and I can't

Make sure that Outlook is really closed. Use the Processes tab of Task
Manager to make sure there are no stray OUTLOOK.EXE processes running. Then
try to delete the file.
