What if any antivirus programs do you have? Some of them cause
assorted problems in Windows Mail, although seldom immediately.

Have you checked with your email provider to see if there is an issue?

Have you sent emails through the affected account to your new account?

Have you created a 2nd new account and tried sending between the 2 new
accounts? If doing this works OK the problem is most likely with your email
provider of the affected account.

I think I've read that email sent from Outlook often shows up like
that, if it uses the default RTF format seldom readable by anyone
who isn't also using Outlook. If so, you may have to ask the
sender to tell Outlook to use plain text or HTML instead when
sending to you. To check for this, hit the Ctrl and the F3 keys
on your keyboard at the same time while the blank message is
open and see it has more encoded information, including a
reference to the winmail.dat file name.

It could also be sent by a spammer or someone trying to bother
you, in which case sending a reply to someone you don't know
is often a bad idea.
