I keep getting 0x8004210B errors and can't send email

Email comes in but won't go out, while Express does send email, as does
Outlook 2000 on another machine in my workgroup (all behind the one firewall)
and my isp can't help me. It's obviously something in Outlook 2003. The error
number leads to Microsoft Exchange info but I don't use it and my isp doesn't
either.
I could go back to 2000 but 2003 seems so much better to me...
any help?
