I hope this isn't serious, but I can't load Windows?

When I start my laptop, I get this message: Windows Explorer Error - Event
type In Page Error - P1 c000009c and P2 00000003 followed by:

Error report: C:\ Docume ~ 1 \ End User\ Locals ~ 1
\Temp\Wer46\df.dir00\explorer.exe.mdmp
C:\Docume ~1\End User\Locals ~
1\Temp\Wer46\df.dir00\apcompat.txt

Windows won't even begin to load. Does this mean I have to reformat and
reinstall Windows XP?

The problem is, I can't get to the start menu when it loads normally. Just
sort of sticks on the desktop background picture. Maybe I should start in
safe mode?

When I boot into safe mode, I get the same error message as the original.
Also, I tried run the chkdsk command and it came up with some unreadable
files.

File Record Segments: 98132 through 98135

I can't seem to get past this point still? Is there a disk I can use that
may override whatever's causing this? Maybe if I get there, I can get into
the other settings?

Also, I was finally able to go into the temporary files, but no luck in
rebooting normally. I got in through starting in safe mode with the cmd
prompt?
