Well that is an interesting problem! Have you contacted
your isp? they're the best source of help for something
like this, also, your modem manufacturer may be able to
help as well

Well, It is probably cheaper to buy a new Modem Card than it is to call my
ISP, they charge per minute.

except that, if you buy another as-cheap-as-possible Taiwanese
modem, it may not work either. :)-) NetoDragon doesn't sound
very enticing in my ears. I usually stick to 3Com U.S. Robotics.
That's no guarantee either, but so far they worked.

While you're at it, you might as well get ADSL or cable.
