I have no anti-virus

my Norton won't load. I am getting an error message
saying that "a necessary component for this function is
missing or damaged" (1002,1)

I have tried to follow symantec's directions to uninstall
and reinstall, but then get a windows message "error 1723"
windows installer DLL requirement could not be run.

Is it something as simple as running a system restore or
something else?

any help would be greatly appreciated.
