I Explorer 7 and MS Outlook quite slow-- Recommend a tweak program

I am using an Optiplex GX 620 which was running fine up to a few days ago.
Then my e-mail traffic slowed down to a crawl and my web Explorer 7 did the
same. I cleaned the HD and degragged irt, but to no avail. Pls recommend a
solution. I would like to know which (free) program you find useful to tweak
your PC. Tks for your help.

This question is Outlook-related because Outlook is one of the programs
which is running slow as far as sending and receiving e-mail. The other
program that is also running slow is Internet Explorer.

For many months, I have been regularly cleaning up my HD and defragging the
same HD every week. I have also been running the Avast virus detector and
Windows Defender to detect spyware, as well as A-squared which is another
spyware detecting code. And so the slowing down has suddenly happened in
spite of my regular use of these 3 codes.
