I.E default browser

I was wondering how I could check if my I.E was my default browser. i have checked all the ways I know and still whenever I click File>>New Window>> an internet explorer window opens instead of my set defualt browser?
 
Tools/Internet Options/Programs
In the bottom IE should check .....
