I.E.6.0/xp Cant change my start page

Someone has somehow download a file that permanently puts
Globe-finder seach engine in as my start page. I can
manually change it back in tools but re-start puts it
back in. Pressing the use default option beings up a
bunch of characters. No matter where I go And change it
it doesnt stick. HELLLP I am about to uninstally I.E. in
desperation
