Self-installing link/adware

It installs itself in the C:\Windows\Local
Settings\Temporary Internet Files, under the name of globe-
finder. So I clear the Temporary Internet Files, Cookies
and every other crap, even the Recycle Bin. And so, after
deleting this file from Temporary Internet Files, it
doesn't come back -good news you might say. Not so. I then
finish my work and switch off my computer. If I then
switch on my PC after 1 or 2 hours, it is still OK.
However, next day when I switch it on and open Internet
Explorer, the most bizarre and outrageous thing happens;
it immediately loads up a program called "http://out.true-
counter.com/%61/?%38%34%30%38%32%38%20%20about:blank" What
a rubbish; can you believe this? Now once this "out.true-
counter ......" rubbish program is loaded, it then re-
directs the search engine to globe-finder.com. And once
globe-finder loads up, it installs itself as my default
home-page, which I keep changing and it keeps re-changing!

However, if I do not go online and tell the Internet
Explorer that I want to work off-line, it can't load globe-
finder. But it stays hidden somewhere and next time I go
online it loads up globe-finder. So I tried finding out
where this "out.true-counter ......" file is located.
Sadly my computer can't find it anywhere!

Anyone has any idea on how to remove this permanently?
