I am on a standalone PC using XP Professional :

When attempting to send a new e-mail message. I click on new mail and the
e-mail screen appears. I click on the send to button and the drop down screen
" select names" appears with and empty outlook address book. How can I
re-attach to my outlook address book

I'm presuming you're using your contacts folder to hold your address
entries.
If it isn't showing up as an address book, right click on your contacts
folder, go to properties, Outlook Address Book, and tick the box.

If it's grayed out, you need to add the Outlook Address Book service to your
mail profile - tools | e-mail accounts | view or change existing
directories.... next. Do you see Outlook Address Book in there? If not,
choose Add, Additional Address Books, and pick Outlook Address Book...add
it.
