That depends. Do you want to download and read your mail with
an email program, or do you simply want to read mail with a
web browser like Internet Explorer?
Assuming you mean the former, you can upgrade from Vista's
Windows mail program to the newer Windows Live Mail: http://get.live.com/en-us/betas/maildesktop_betas
It supports Hotmail accounts as well as standard POP/IMAP, but
not any other HTTP-based accounts like the free Yahoo ones.
