I can't send a message, however I can receive them.

I've cleared my delete box, my sent items box contents have been moved to a
folder, but I still can't send messages.

What version of Outlook? What symptoms or errors do you see? Are you
properly authenticating to your outgoing server (the Outgoing Server tab on
your account properties pages)?
