I can't restart in Safe Mode

I want to restart my computer in safe mode, but when I try to follow
the directions in the help and support section, by pressing F8, it
doesn't bring up the familiar menu. It asks me what device to boot
from. I select the device that has my operating system on it and it
boots up fine. I've tried doing an improper shut down to promt a
restart in safe mode but it does a system check and continues without a
hitch. I've tried selecting my slave device to boot up and it works
too, however, when I do an improper shut down and restart, it promts
the safe mode menu, but when I select safe mode it looks like it begins
to load but stops and doesn't proceed. I don't know where to go from
here. Can anybody help me?

Some machines use F8 to get into the BIOS. This makes it difficult to use
the F8 key to boot into the Windows Safe Mode. Instead of trying to hit the
F8 key just right you can make some settings with the System Configuration
Utility (msconfig.exe).

While the computer begins to boot you have to start pressing the F8 key
repeatedly, over and over and over, several times, dozens of times, until you
see a menu come up allowing you to select and start the computer in safe mode.
