I can't install /uninstall

The following message appears when I have tried to uninstall Kazaa Gold and
also when trying to update itunes. Installing a windows update (Microsoft
..NET Framework 1.0 Service Pack 3, English Version) has also been
unsuccessful on numerous occasions...
'The Windows installer could not be accessed. This can occur if you are
running Windows in safe mode, or if the Windows Installer is not correctly
insalled. Contact your support personell for assistance.'
....What has happened?
How can I correct this. Can I reload the windows installer/uninstaller?
